Frank heads up Hall & Wilcox’s Taxation practice and is a key member of the Family Office and International Private Wealth practice.
Frank is a leading Australian tax lawyer for high-net-worth individuals, family offices and internationally mobile families. He has particular expertise in Australian tax residency, international wealth planning, inbound and outbound migration, cross-border structuring, private philanthropy and ATO disputes.
Frank advises clients on federal taxes, international structuring and taxation, business transactions, corporate restructures and complex taxation disputes, from pre-audit stage through to litigation. His clients include high-net-worth individuals and families, family offices, privately owned businesses, trustees, charities and a broad network of accounting, legal and other professional referrers in Australia and internationally.
Frank’s work often involves complex Australian and cross-border tax issues, including the tax implications of moving to Australia or leaving Australia, becoming or ceasing to be an Australian tax resident, holding assets across multiple jurisdictions, offshore trusts and entities, succession planning, family wealth structuring, private group transactions and disputes with the Australian Taxation Office.
Frank also leads Hall & Wilcox’s Charities, Not-for-Profit and Philanthropy practice. He regularly advises high-wealth individuals, family groups and family offices on private philanthropy, structured giving and charitable structures. Frank is a leading expert in Australia’s Private Ancillary Fund regime and has established a large number of PAFs which have facilitated philanthropic giving of more than $700 million.
Frank is a director of two charities: the Findex Community Fund, a public ancillary fund, and Cool Australia Education, an education-focused charity. He has previously been involved with other charities as a director and was a past Vice-President of European Business.
Frank is the current Chair of The Tax Institute’s Victorian State Council and a former Chair of The Tax Institute’s Member Engagement Committee. He is an Associate member of the Society of Trust and Estate Practitioners, a Fellow of Governance Institute of Australia, a member of the Law Institute of Victoria and a Chartered Tax Adviser of The Tax Institute.
